EBRSO apprehends alleged heroin dealers

BATON ROUGE, La. (BRPROUD) – A multi-agency investigation led to the arrest of 42-year-old John Davis and 22-year-old Madelyn Payne.

Davis and Payne “are suspected of distributing heroin in and around East Baton Rouge Parish.”

The month long investigation included pinpointing places where Davis and Payne conducted business.

Agents then “conducted video/audio recorded purchases of heroin from both suspects,” according to the East Baton Rouge Sheriff’s Office.

What followed was the execution of three search warrants.

Those search warrants in Baton Rouge and Livingston Parish led authorities to find the items listed below:

Seized by EBRSO:

  • 6.5 ounces of Heroin (approx. street value $13,000)
  • $40,592 (pending seizure)
  • 2020 Kawasaki Ninja motorcycle (pending seizure)
  • 2020 Suzuki GSXR motorcycle (pending seizure)

Seized by LPSO:

  • Semi-automatic Handgun
  • Revolver
  • $6,311

EBRSO has provided the charges that each suspect is facing:

John Davis: Currently on federal parole for narcotics violations
Davis was taken into custody in Livingston Parish and was booked as a EBRSO fugitive for the following:

  • Dist. of Sch. I (Heroin)
  • PWITD Sch. I (Heroin)
  • Poss. of Sch. IV (anabolic steroids)
  • Poss. of Drug Paraphernalia

Madelyn Payne:

  • PWITD Sch. I (Heroin)
  • Poss. of Sch. II (Adderall)
  • Poss. of Marijuana
  • Poss. of Drug Paraphernalia
