BATON ROUGE, La. (BRPROUD) – It has been almost two years since Lt. Steven Whitstine was killed in a single-vehicle crash.
Whitstine was a member of the East Baton Rouge Sheriff’s Office K9 division.
In honor of Lt. Whitstine, an award was created with approval from the USPCA region 10 board.
The result was the creation of the Steven D. Whitstine rookie dog award.
That award was handed out at a recent banquet by Lt. Whitstine’s wife, Elisha Whitstine.
The winner of the award was Lt. Quinn Bivona from the Hammond Police Department.

The banquet celebrated the the accomplishments of those that excelled at the 2021 United States Police Canine Association region 10 trials.
EBRSO is recognizing the following deputies who received awards in specific areas:
- Lt. Cody Grace and K-9 Lennox – 1st place agility, 2nd place obedience, 2nd place criminal apprehension
- Cpl. Jeremy Yantis and K-9 Kees – 4th place overall, 1st place obedience, 2nd place scent work
According to the East Baton Rouge Sheriff’s Office, “over the past week the EBRSO K-9 division participated in the regional trials and were tested in the areas of evidence search, criminal apprehension, obedience, agility, suspect search, and narcotics detection.”
