The Louisiana State Police provided an answer:
The vehicle and trailer aren’t heavy enough to be governed by Federal DOT regulations.
That being said, this vehicle could be cited for 32:383 (B)(1).
If any part of the load becomes loose so that it can shift or fall off, the vehicle is unsafe, can be cited, and in this particular case, could be towed or have the driver obtain an additional truck/trailer to disperse the load.
Also, this vehicle may be in violation of the height limits, depending on the road it’s on. 13’6 for non interstate, 14’ for interstate highways.
