FEMA needs to do a better job of planning for disasters, that’s among the findings of a recent Government Accountability Office investigation.

The GAO says The Federal Emergency Management Agency too often ends up scrambling to respond to disasters.

It says FEMA has failed to establish and manage contracts with suppliers and providers for everything from roof tarps to RVs.

The report examined FEMA’s response to Hurricanes Harvey, Irma and Maria, as well as the California wildfires.

Anna Wiernicki reports on why GAO says FEMA can and should do better.
